Kakao Entertainment Shuts Down Tapas, Ceding North American Webtoon Market to Naver

Kakao Entertainment announced that it will close Tapas, its North American webtoon platform, by March 2027, just six years after acquiring it for approximately ₩1.1 trillion in 2021. The shutdown is part of a broader consolidation strategy: Kakao will merge Kakao Webtoon and Kakao Page (web novels) under a unified Kakao Page platform by year-end, refocusing on intellectual property development rather than operating fragmented platform businesses.

The move leaves Naver Webtoon (part of Webtoon Entertainment Inc.) with minimal direct competition in the English-language webtoon space. Tapas hosted popular titles including Solo Leveling, Overgeared, and Villains Are Destined to Die—franchises that will face relocation or discontinuation. The company has promised to notify publishers and rights holders and appears to be declining refunds for prepaid reader balances.

Naver Webtoon Reports Explosive Growth After Newtoki Shutdown

Naver Webtoon disclosed that paid episode purchases surged 7.9-fold and revenue jumped 29.7% following the closure of Newtoki, one of Korea's largest piracy sites. The numbers underscore the financial impact of illegal distribution: when readers lose free access to pirated content, a substantial portion converts to paid users on legitimate platforms.

This result suggests that anti-piracy enforcement—a policy lever long sought by the industry—can be a direct driver of platform revenue and creator income, though the sustainability of this growth and its implications for business model adjustment remain to be seen.

Kakao Entertainment Refocuses on IP and Exits Web Novel Platform

Beyond Tapas, Kakao Entertainment has also sold off its North American web novel platform Ushio World back to its founder. This represents a strategic pivot away from platform ownership toward IP adaptation and content development, reflecting challenges in maintaining international platforms amid currency volatility and competition.

Local view

In Korea, industry observers see the Tapas shutdown as evidence that Kakao's multi-platform strategy has become unsustainable. Korean tech and business media (Insight, Maeil Business) frame the move as part of a broader retreat: Kakao is consolidating domestic services and licensing IP to third-party distributors rather than operating its own global platforms. The Korea Fair Trade Commission's ongoing investigation into unfair contract practices and revenue splits continues to apply regulatory pressure on all major platforms, though no new findings have been announced this week.

On the radar

• Tapas creator migration: As of October 2, no official guidance has been published by Kakao on which Tapas titles will transition to Naver Webtoon or be delisted. Creators and rights holders are awaiting details on contract terms and revenue guarantees during the wind-down period.

• LINEマンガ webtoon championship: LINE Digital Frontier announced a "NEXT WAVE Webtoon Tournament" for October 2026, partnering with the production studio behind Omniscient Reader. This signals continued investment in webtoon recruitment and talent development in Japan, a key market alongside Korea.

• Korea FTC regulatory timeline: The Fair Trade Commission investigation into unfair contract clauses in webtoon and web novel platforms (launched May 2026, with preliminary findings released May 2025 identifying 1,000+ unfair terms across 23 companies) may yield enforcement actions or industry guidance in Q4 2026.
