TSMC Considers 20% Price Hike for CoWoS Packaging Amid AI Demand Surge

Surging demand for AI GPUs and custom ASICs has stressed TSMC’s Chip-on-Wafer-on-Substrate (CoWoS) supply chain, leading to reports that the foundry may raise prices by up to 20%. This potential increase reflects the growing complexity of advanced packaging required for next-generation AI accelerators and underscores the tight supply conditions facing major chip designers like Nvidia and AMD.

Intel’s Foundry Struggle: Technical Success vs. Market Reality

Despite Intel’s recent technical achievements in transistor scaling, its foundry business continues to bleed billions while TSMC secures hundreds of outside customers. The latest earnings reports highlight a disconnect: Intel has nailed the transistor specifications, but TSMC retains the decisive advantage in yield and scale, exposing the gap that technical specs alone cannot close.

Taiwan Tightens Export Controls on AI Chips to Align with US Policy

Taiwan is preparing to tighten export controls on AI chips destined for China, a move intended to further align with US restrictions. This development follows a broader Trump administration clampdown on the smuggling of cutting-edge semiconductors, signaling a deeper integration of Taipei’s trade policy with Washington’s strategic goals.

Manufacturing & Supply Chain

CoWoS Supply Strain Drives Potential Price Increases

The demand for AI GPUs and custom ASICs has outpaced TSMC’s advanced packaging capabilities, specifically for CoWoS technology. The complexity of these packages is growing, and the supply constraints are severe enough to warrant a potential 20% price hike, impacting the cost structure of AI hardware.

Intel Reports Progress on US Factory Expansions

Intel has touted progress with its long-delayed US factory expansion, noting that it is finishing up a plant in Arizona and making headway on its newest site in Ohio. This update comes as the company seeks to demonstrate its commitment to domestic manufacturing amidst growing demand and geopolitical pressures.

Geopolitics & Trade Policy

Taiwan to Criminalize Unauthorized AI Chip Exports

Taiwan is moving to criminalize unauthorized AI chip exports to China, with penalties including up to five-year prison terms. This strict new control follows a US tariff deal and a raid on Super Micro, aiming to close the legal gap that previously allowed smugglers to operate with relative impunity.

Taiwan Views Chip Capacity as Strategic Asset

A US researcher highlighted Taiwan’s potential advantage in AI partnerships due to its chipmaking capabilities, describing chip capacity as a key asset. As countries seek to advance AI capabilities, Taiwan’s dominant position in semiconductor manufacturing provides significant leverage in international security and economic alignments.

China’s Pressure Campaign Fails to Divide Security Partners

Recent analysis indicates that China’s pressure campaign has failed to divide Japan and its security partners or dissuade Japan from modernizing its security architecture. This suggests that geopolitical tensions in the region are not weakening the allied coalition, which has implications for semiconductor supply chain security.

Market Moves & Earnings

Semiconductor Industry Projected to Hit $1 Trillion in Sales

The Semiconductor Industry Association (SIA) predicts that global semiconductor sales will reach roughly $1 trillion in 2026, following a record $791.7 billion haul in 2025. This bumper forecast underscores the robust demand driving the industry, particularly from AI and advanced computing sectors.

TSMC vs. Intel: Value Propositions Diverge

Investment analysis suggests that while Intel and TSMC are vying for chip fabrication supremacy, TSMC offers superior value due to its established market position and reasonable pricing. Intel is still trying to reach the level of dominance that TSMC already enjoys, making TSMC a more attractive option for investors seeking exposure to the foundry market.

Deep Dive: The CoWoS Bottleneck and Its Strategic Implications

The potential 20% price hike for TSMC’s CoWoS advanced packaging technology highlights a critical bottleneck in the AI semiconductor supply chain. As AI models grow in size and complexity, the demand for high-bandwidth memory (HBM) integrated with powerful GPUs via advanced packaging has surged. CoWoS is essential for these configurations, but TSMC’s capacity has struggled to keep pace with the explosive growth in orders from Nvidia, AMD, and custom ASIC designers.

This supply constraint gives TSMC immense pricing power, allowing it to pass costs onto customers who have few alternatives for high-volume, advanced packaging. Competitors like Intel and Samsung are expanding their packaging capabilities, but they lag behind TSMC in yield and volume. The price hike may force chip designers to reconsider their architectures or seek alternative packaging solutions, but the immediate impact is a higher cost of goods sold for AI accelerators.

Strategically, this bottleneck reinforces TSMC’s dominance and complicates the efforts of rivals to gain market share. While Intel focuses on transistor scaling, TSMC’s control over the packaging ecosystem creates a formidable moat. The situation also intensifies pressure on US and allied governments to accelerate investments in domestic advanced packaging facilities, as seen in Intel’s recent updates on its Arizona and Ohio expansions.
